This time it was Tai who let out a groan. “Let me taste you.” The huskiness in his own voice surprised Behrin. Gods, he’d never wanted a man as much as he wanted this one. CHAPTER 1 “Amnesty? For the rebels? But sir—” Captain Rulik held up a hand, silencing Behrin’s protests. “I understand your reservations, lieutenant, but believe me, we have our reasons.” Behrin stared at Rulik across the antique wooden desk in his office. He looked much the same as when Behrin had served under him on the Borivoy, only more serious, his blue eyes now wary and troubled. His responsibilities as the senior Ziganese military liaison to Mhajav must be weighing heavily on his shoulders. “Indeed, we have,” said Arpana Toryl, a Mhajavi diplomat and Rulik’s wife. “I wish we could explain the details to you, 1

but Mhajavi security is involved and the less you know, the better. At least for the moment.” The dark-haired beauty was as lovely as Behrin remembered from her time on board the Borivoy, but he sensed a coolness between Rulik and his beautiful bride that hadn’t been apparent before. He hoped the barely month-old alliance between their two worlds wasn’t falling apart already. “The joint patrols are working, sir. Attacks on merchant ships are down significantly.” “No one is questioning the effectiveness of the patrols,” Arpana said. “Our respective fleets have worked well together. The Mhajavi governing council is very pleased.” “As is King Ormin,” Rulik added. “However, new information of concern has come to light.” Behrin’s head was spinning. He’d been surprised to be ordered to the Ziganese embassy when the Borivoy docked above Mahdesh City. The ship had stopped only to take on supplies, and Captain Cheslav had refused leave to the crew. “What does all that have to do with me?” he asked. Rulik leaned forward, elbows on his desk. “We need your help. Mhajav is sending an envoy to rendezvous with the space raiders and offer amnesty. The king is adamant that he be accompanied by a representative of our government as well. And I can’t think of anyone I trust more.” “Thank you, sir. I appreciate your trust, but amnesty? For Ludosh?” “Not for Ludosh,” Rulik said. “The Mhajavi are offering a general amnesty to all rebels, including resettlement in 2

sparsely-populated areas of their planet. That includes Ludosh’s followers, but he must surrender himself to us for trial. That’s where you come in.” Behrin stared at his former captain and son of the king Ludosh had tried to overthrow. He couldn’t believe he was being asked to negotiate with Ludosh, the rebel leader who was known for his persuasive powers. “I hardly think I’m qualified, sir. I’m no diplomat.” “I believe you will find Ludosh more receptive than you expect, Lieutenant,” Arpana said. “There are good reasons why he and his followers should comply.” “I see,” Behrin murmured, recalling the fleet of Mhajavi warships he’d seen orbiting the planet. Their allies must be planning some kind of offensive against the raiders. “The situation has taken on some urgency,” Arpana added. “We have actionable intelligence about Havir’s intentions. Ludosh and his supporters are not our enemies, but they are in the way.” “I see,” Behrin repeated. Havir must be planning to attack the planet, unless the Mhajavi acted first. That meant they’d discovered the raiders’ lair. “When would I have to leave?” “Early tomorrow,” Rulik said. “I’ll have your belongings transferred from the Borivoy. I doubt she’ll be in port when you return.” “Then what?” Behrin asked. “Carry this mission out successfully, and you’ll have a ship of your own to command.” 3

Behrin stared out the window of the conference room at the Mhajavi capital while he waited for the mission briefing to begin. The downtown area of Mahdesh City was more beautiful than he’d imagined, situated on a group of small islands connected by bridges and ferries. The tropical breeze blew the tops of the trees and bright sunlight glinted off the water. However, on his way here from the space port, he’d seen evidence of poverty in the outlying areas. He’d hoped to have some time to really experience the city, maybe even find a willing sex partner. From what he’d heard, that shouldn’t be too difficult as the Mhajavi were said to be largely bisexual. Unlike his own world. For too long now he’d hidden his preference for men, certain the knowledge would stop his career in its tracks. Though he hadn’t had much of a career so far. A command of his own. The thought of his dream finally becoming a reality had his mind reeling. All he had to do was bring in the notorious rebel Ludosh to stand trial. It sounded so easy, in theory, at least. But he’d been in the fleet long enough to know missions seldom went as planned. And in this case, he didn’t even know what all the variables were. “Beautiful, is it not?” Behrin spun around to see who had spoken and saw a Mhajavi man had entered the room. One of the most handsome Mhajavi men Behrin had ever seen. Several inches shorter than Behrin, he had a narrow face, short, straight black hair and brown, almond-shaped eyes. He wore a white shirt 4

with sleeves rolled up to his elbows and khaki pants on his slender frame. Like most of his countrymen, he wore sandals. His wide mouth with full lips spoke of sensuality, but his brooding look said stay away. That was the last thing Behrin wanted to do. He held out his hand. “Lieutenant Behrin, of the Ziganese ship Borivoy. Are you my contact?” He spoke in Ziganese, not trusting his limited grasp of the Mhajavi tongue. “My name is Taivic, representing Darasatya. Call me Tai,” the other man replied in fluent Ziganese. Tai clasped Berhin’s forearm in the traditional Mhajavi greeting. The custom had come about to prove neither man had a knife hidden up his sleeve. Tai’s muscles were firm and warm under his fingers, and Behrin had to resist the urge to maintain the hold. He frowned as he withdrew his hand. “I thought you were from the Mhajavi government.” Tai gestured to the table and both men sat. “Darasatya Foundation is a private relief agency. It means ‘compassionate truth’ in our language. We will be in charge of the resettlement process.” A civilian. Behrin sighed inwardly. They were sending a civilian on an urgent diplomatic mission. “I don’t understand. I thought this was a sensitive matter.” “As I understand it, my government thought the rebels would be more inclined to listen to me. Darasatya has a wellearned reputation for political neutrality. How did you get involved?” 5

Behrin explained about being recruited by Rulik, his former captain. “If you don’t mind me saying so, you do not appear to be Ziganese,” Tai said. “Your hair is much darker than I expected.” “I’m of Algottan descent. We tend to be darker. You’ll see when you meet Ludosh.” “Ah, I’d forgotten most of your rebels are from a minority population.” Behrin tensed. “Yes, that was one of the reasons for the attempted coup. Ludosh wanted equal rights for the Algottans and for all the women of Zigan.” Tai raised his eyebrows. “Your women do not have equal rights?” Behrin stiffened. In his opinion, the Mhajavi didn’t have any right to criticize his world. Until six years ago they’d lived under a brutal dictator who repressed the rights of all citizens. “Ziganese women vote, but few occupations are open to them. Only those considered female in nature, like nursing or caring for the young.” “Why did you not support this Ludosh, if you agree with his goals?” “When I joined the military, I swore an oath of loyalty to my king and government.” Tai smiled and his eyes grew warm. “Then you are an honorable man. I think your Captain Rulik chose the right man for this job.” “Thank you,” Behrin murmured, not at all certain the 6

Mhajavi had made such a good choice. He ran a hand through his hair in frustration. This mission had the potential to be dangerous. “Look, don’t take this the wrong way, but how much experience have you had with space missions?” Tai’s smile was sheepish. “To be honest, none. All of the relief missions I’ve dealt with have been on-world. Most involve the devastation of natural disasters, though in the past we had to deal with the victims of our civil war. Fortunately, it has been a while since we’ve had to worry about that.” “Did you fight with the rebels?” “No. My family are pacifists, myself included. We worked with both sides during the rebellion.” Behrin cursed under his breath in his native Algottan. Bad enough he was saddled with a civilian, but a pacifist? What kind of half-ass plan had Rulik talked him into? Tai stiffened and his expression grew chilly. “I take it you are not pleased.” Behrin forced an apologetic smile. “Many things can go wrong in space, and it helps to be prepared.” “I suppose it does. Our pilot is one of your people, and I understand he has extensive experience.” “That I have,” said a strange voice. Behrin looked up to see a tall, blond Ziganese standing in the doorway. The man stepped forward and offered his hand. “The name’s Erok.” After shaking the man’s hand, Behrin introduced Tai. “I’ve heard of you,” Erok said as the men clasped arms in the Mhajavi fashion. “You have a stellar reputation.” 7

“That’s more than I can say of you.” Tai’s voice was mild, but his words triggered a recollection in Behrin’s memory. “Erok? Wasn’t there someone by that name wanted for theft a while back?” The pilot grinned. “That would be me. But the goods have been returned and all was forgiven.” He went on to explain how he’d gone on an undercover mission with a Mhajavi agent in return for a pardon. He told them as much as he was able to reveal without violating Mhajavi security. “A remarkable story,” Tai remarked. “Indeed,” Behrin drawled. “Just how did you manage to escape from Zigan without being detected?” “I flew out of the abandoned space port in Algott.” Behrin sat up straight. “No, impossible. That facility was deemed unsafe years ago.” Erok shrugged. “Maybe so, but that doesn’t mean it hasn’t been used. How do you think Ludosh was able to escape so easily?” Behrin stared at Erok with new admiration. Did his superiors know about that little chink in Ziganese defenses? He made a mental note to discuss the matter with Rulik first chance he got. “That explains a lot. Well, if you can navigate an earthquake-damaged space port, I won’t worry about flying with you.” Erok pulled out a chair and sat, stretching out his long legs. “This mission should be routine. All we have to do is rendezvous with a rebel ship and pass on the information about the amnesty offer.” 8

“Right. Routine.” Behrin leaned forward. “But just how do we find this rebel ship?” “I know the right frequency to get a message to them. Once we’ve passed on the offer, we’ll find a hiding spot in the asteroid belt and wait for a reply.” “It can’t be that simple,” Behrin said. “It never is. How well armed is your vessel?” “Not well,” Erok conceded. “But she’s fast. We should be able to outrun any pursuers.” “I doubt it will come to that,” Tai put in smoothly. “From what I was told, we will only be gone a day or two.” Behrin stared from one man to the other, his left eye twitching. He had a bad feeling about this whole thing. *

During the formal mission briefing by Rulik and Arpana Toryl, Tai kept an eye on Behrin, gauging the man’s reactions as best he could. He wasn’t sure how he felt about being paired with the tall Ziganese, though the man’s powerful body nearly had him drooling. Fat lot of good that would do him, since nearly all Ziganese men were heterosexuals. But that didn’t stop Tai from fantasizing. Everything about Behrin screamed masculinity. He wore the same standard gray uniform as Captain Rulik, but the shade better suited Behrin’s coloring, dark brown hair and gray eyes surrounded by dark lashes, and set off his large, powerful frame from his broad shoulders to the tips of his black, military-style boots. His strong features could have 9

been chiseled from stone. He gave every appearance of being the perfect soldier, though his full lower lip showed a hint of sensuality. Tai mentally shook his head. No two people could be more different and the very notion of any relationship between them was absurd. He doubted he’d ever see the man again once this mission was over. But in the meantime, he could dream. His thoughts were interrupted when Rulik directed a comment his way. “I just want to reiterate that under no circumstances is amnesty to be offered to Ludosh. He must surrender himself to face trial.” “What if he refuses?” Rulik and Behrin exchanged a look that sent a shiver down Tai’s spine. He jumped to his feet and slapped the table. “No. Under no circumstances will I be party to kidnapping. If Ludosh refuses to surrender, he will remain a fugitive. Do I make myself clear?” Rulik lifted an auburn brow. “Very.” Tai glanced at Behrin, who nodded his understanding. Arpana Toryl stood. “Then I think we are finished here. Good luck, gentlemen.” She swept out of the room, followed by Rulik. “I’ll see you both at the ship then,” Erok said before leaving Tai alone with Behrin. Tai stood and gathered his papers. “Can I give you a lift, lieutenant?” Behrin moved to stare out the window at the city. “I’d 10

hoped to have more time to explore.” His tone sounded wistful. “I could show you around a bit before dropping you at your hotel,” Tai offered. Behrin turned to smile at him, setting Tai’s heart to pounding. “Perhaps you could recommend a place to stay. I haven’t had time to look.” Tai tried to keep his tone casual. “You could stay with me. It would save you the cost of a hotel.” Behrin eyed him speculatively. “Thanks, I think I’d like that. But let me buy you dinner.” Tai smiled in anticipation. “Done.” *

Outside the embassy, Behrin breathed in the warm salty air of the Mhajavi capital. It was too warm for his heavy wool uniform, so he unbuttoned the top button. “Wish I’d brought some civvies.” “We can stop and pick up some lighter clothes for you,” Tai commented. “Thanks, but what’s the point? We’ll be heading off-world tomorrow.” Tai led the way to a hover car parked on the side of the street and Behrin squeezed himself into the small vehicle. Tai started the engine and guided it along busy streets teeming with traffic. The aromatic scent of the vegetable-based oil used as fuel reminded him of how hungry he was. Still, it was a big improvement over the fumes from the fossil fuels still 11

used in Algott. Behrin rolled up his sleeves to the elbow and basked in the cool air pouring out of the vehicle’s vents. Tai drove fast, weaving in and out of traffic as he traversed the streets and skipped over bridges until they reached an area of docks and warehouses, most of which had seen better days. He stopped in front of a small shack with a weather-beaten sign above the door. Half the letters were missing, so Behrin didn’t even try to guess the name. “It doesn’t look like much,” Tai said, “but the food is great.” Behrin got out, glad to stretch his cramped legs. He grinned at Tai. “You can’t say it doesn’t have atmosphere.” Tai laughed and opened the door. Inside, he was greeted by name by a young man dressed in white pants and shirt, wearing an apron around his middle. Tai introduced Behrin to Kepil, who turned out to be the proprietor and chief cook. “Nice to meet you,” Behrin said in his halting Mhajavi. After they sat, a young waitress came to take their order, a dark-haired, dark-skinned beauty in a short skirt. Behrin watched Tai flirt with her as he ordered their meal, fresh fish with rice and vegetables. She sent a melting glance in Tai’s direction before moving off. Just his luck, the man was into women. “How did you meet Kepil?” Behrin asked. “This area was a known haven for rebels. It was raided many times by Havir’s thugs and Darasatya had to come in and help clean up the mess. Kepil was kind enough to provide food for me and my workers.” 12

His words were interrupted by the appearance of their waitress, who set a bottle of palm wine and two glasses on the table. As she reached across him to pour the wine, her breast brushed Behrin’s shoulder. He sat back, and received a scowl for his attempt to be polite. When she brushed Tai’s arm, he pressed into her breast, earning a smile from her. When she left, Behrin asked, “Did I commit some kind of social faux pas?” Tai laughed. “As you have probably heard, we have a sexually open society. Flirting is considered polite behavior. I take it that is not true on Zigan.” Behrin sipped his wine. “Not unless you’re looking for a sexual partner for the night. Or at some point in the future. But I’m no expert on flirting. I went off to military school as a teen, then right into the fleet. At this point in my life, I’ve spent as much time in space as on Zigan.” Tai shook his head. “I doubt I could stand that kind of life. I like being around people too much. Helping others is very rewarding.” “I’m sure it is. But wasn’t it hard to stand by and watch Havir’s thugs run roughshod over your people?” Behrin asked. “Didn’t you want to strike back, make them pay for what they did?” Tai tensed and his voice was cool. “If there is one thing I learned during the rebellion, it is that violence never solves anything. It just inflames the problem. Yes, I was angry, but at both sides. Violence begets violence, and the sooner people 13

figure that out, the better off we all will be.” “Forgive me,” Behrin said. “My question was rude.” Tai flashed that sexy smile of his. “No, you are trying to understand me, and I appreciate your interest. The problem with being a pacifist is you end up taking flak from both sides.” “Yes, I see how the peacemaker can easily get caught in the middle.” Behrin frowned and lowered his voice. “That’s one of my concerns with this mission of ours. Ludosh may refuse our offer, but if he accepts, Havir and his followers may object to losing their allies.” “With luck, Havir and his followers will have no idea what is going on.” “I never trust to luck,” Behrin said. “That’s a fool’s game. It’s better to be prepared for any contingency. We go in armed or not at all.” Tai’s face took on that stubborn look Behrin was getting used to seeing. “You may go in armed, if you feel it is necessary, but I—” “You’ll carry a weapon or you’ll go without me,” Behrin said. “If you insist,” Tai agreed, his tone icy. “But you cannot make me use it.” Behrin tossed down what was left of his palm wine. Of all the rotten luck, getting stuck with a pacifist on a dangerous mission. Even if he was sexy as sin. Don’t get too attached to your new partner. His principles could get him, or you, killed. 14

Behrin poured himself another glass of wine. He was beginning to wonder if the Mhajavi knew what they were doing. Not to mention Captain Rulik. What had he been thinking? Of course, he had no control over the Mhajavi government. “Are you angry?” Tai asked. Behrin heaved a sigh. “No, just frustrated, and worried about the mission. I have a bad feeling in my gut.” Tai grinned. “That is just hunger. A big man like you needs to eat on a regular basis.” Just then their food arrived, and Behrin dove into his meal after winking at the waitress. It was as delicious as Tai had promised. The fish was firm and succulent, the vegetables tender, all covered by a spicy sauce over crunchy, whole-grain rice. “This is great,” he enthused. “After a while in space, you get tired of freeze-dried food.” “Sounds terrible,” Tai agreed. “Oh, it’s not so bad, just monotonous. A small price to pay for the privilege of traveling to other worlds.” “You love it then.” “Yes,” Behrin said. “It’s what I’ve wanted to do since I was a boy. The Algottan space port was still working then and I could see the ships taking off every day. My father had a small farm in sight of the port. It was all I dreamed about.” “And has reality lived up to your expectations?” He shrugged. “Does it ever?” “No, I suppose not.” “Don’t get me wrong,” Behrin said. “I love my job. But I 15

have ambitions. I’d like to have my own ship some day.” “Is that what they promised you?” “Yes. But tell me something, what’s in this for you? Why put yourself in danger if it’s not part of the job?” Tai frowned. “What makes you think danger isn’t part of my job? Darasatya responds to natural disasters. I’ve survived floods, storms and earthquakes, searched for victims in collapsed buildings and in flood waters. Not to mention tending to the wounded while the firing was still going on.” Behrin looked at him with new respect. “It must take an unusual person to put himself in harm’s way for others and expect nothing out of it.” “I do get paid, you know,” Tai said with a chuckle. “Besides, you do the same thing—put yourself in danger for others. The only difference between us is you swore loyalty to your government, where mine is to my principles.” “I swore an oath to protect the people of my planet. I’m a member of the Ziganese Defense Force.” “But you would kill in the line of duty if required to do so, would you not?” “Yes, if necessary.” Tai spread his hands. “Fortunately, my duty does not require that of me.” “So far, neither has mine,” Behrin said. “If you think I’m some kind of cold-blooded killer—” “No, not at all,” Tai interrupted. “Please, I meant no offense. I just meant that I could not take a life, where some day you may have to.” 16

“You never know what you can do until it happens,” Behrin replied. “There’s an old saying where I come from. ‘Never say never.’” He just hoped Tai’s inability to defend himself, or his comrades, would never be tested. He’d feel a lot better with a partner who’d watch his back. *

After eating, Behrin again squeezed his bulk into Tai’s car, and they sped off into the night. Tai turned off the air conditioning and lowered the windows, allowing the evening breeze to blow into the vehicle. Behrin smiled. “What a pleasant evening. Your climate reminds me very much of my home on Algott. Except we were farther inland, not so close to the ocean.” “Do you miss your home?” “Not really. My parents are gone now, and my brothers and sisters are married with families of their own. The Borivoy has been my home for the last five years.” “Where you happy on the ship?” Behrin sighed. “It was a great vessel to serve on under Captain Rulik. I was his second-in-command and trusted him implicitly.” “You said was. I take it things have changed.” “Yes, Captain Cheslav has a different command style.” And an obvious prejudice against anyone from Algott. The last month had been the most frustrating of his life. It had been humiliating to be snubbed by an upstart ten years his junior. He grinned to himself, wondering how Cheslav would fare 17

without an experienced second officer to see to the smooth running of the ship. If there were any justice, he’d fall flat on his face. Behrin stared out the side window. They were traveling parallel to the shore and he reveled in the balmy air blowing through the window. Moonlight glinted on white caps as the waves rolled toward shore. It was beautiful, but not as stirring as the vast reaches of space. “I’ve been promised a command if our mission is successful.” “If that is what you want, then I hope you get it,” Tai said. “Thank you. I believe you mean it.” Tai turned to him, and even in the dim light, Behrin could see his surprised expression. “Why would I not wish the best for you?” “No reason. Forget I said anything.” Tai pulled the car into a small parking lot beside the water and turned off the engine. “I keep forgetting you are a minority on your world. You have not always been fairly treated, have you?” Behrin shrugged. “I’m overdue for promotion, that’s all. Unlike Captain Rulik, and many other officers, I don’t have aristocratic connections.” “So you must work harder and longer than everyone else.” Behrin turned to Tai and nearly melted at the tender look on the other man’s face. He fought the urge to pull Tai to him and kiss those full lips. “What doesn’t kill me, makes me stronger. Is this where you live?” “Yes.” 18

Tai got out of the car and Behrin followed suit, grabbing his bag from the back seat. He followed Tai along a narrow wooden walkway to a medium-sized boat. The name Lehar was painted on the stern. Others docked nearby appeared to be luxury yachts, but there were a few others similar to Tai’s. “You live over the water?” Behrin asked in surprise. Tai grinned as he stepped onto the boat. “Yes. Behrin froze when he found himself face to face with Ludosh himself. He’d seen the rebel leader’s picture many times on the tele-vid, but he was taller than Behrin had realized, only a half-inch or so under his own height. He looked to be about forty-five or so, his light brown hair liberally streaked with gray and telltale wrinkles at the corners of his dark grey eyes. His tan flight suit had obviously seen better days. 39

“I’m Lieutenant Behrin of the Ziganese fleet, and this is Taivic of the Darasatya Foundation, representing Mhajav. Tai, meet Ludosh.” Tai held out his arm. “It is an honor to meet you, sir.” Ludosh gripped Tai’s arm as the men exchanged greetings, Mhajavi fashion. Behrin kept his own arms at this side. “Welcome aboard, gentlemen,” Ludosh said as he released Tai’s arm. “Come, we can talk more comfortably in my cabin.” Behrin held back, one hand resting on his sidearm, and let Tai follow Ludosh to the cabin. It was bigger than the one on the Aveza and more lavishly furnished. A large round table claimed the middle of the cabin, and Behrin was surprised to see an attractive Mhajavi woman a good twenty years Ludosh’s junior sitting in one chair. She rose gracefully when they entered. “Gentlemen, this is Kushala,” Ludosh said. “She’s here on behalf of a group of, shall we say, disaffected Mhajavi.” He introduced Behrin and Tai. She nodded at them, then her gaze fell to Behrin’s sidearm and she held out her hand. “Your weapon, please, lieutenant.” Behrin hesitated. Every instinct told him to refuse, but this was a diplomatic mission. He glanced at Tai, who nodded. Reluctantly, Behrin pulled it out of the holster and passed it to her. Kushala placed it on the table and resumed her seat. “Please join me, gentlemen.” Behrin perched on a chair across from her, senses on alert. 40

Who was this woman, and why had Ludosh let her take charge? He glanced at Tai and raised his brows, but the other man shook his head. Apparently, he didn’t recognize her either. Ludosh sat next to her. “Was that necessary, my dear?” She smiled at him, a look of fond exasperation on her face. “You are entirely too trusting, priya. Someone must look out for you.” Ludosh rolled his eyes. “Kushala is too protective of me. I’m sure these men mean me no harm.” Tai leaned forward, his elbows on the table. “We are merely here to deliver a message from the Mhajavi governing council. An offer of amnesty, to be precise.” “Amnesty. What does that have to do with me?” Ludosh asked. “Mhajav is prepared to offer asylum to your followers, provided they sign a parole,” Behrin said. Ludosh raised his eyebrows. “And King Ormin has agreed to this? Full amnesty for me and my followers?” Behrin swallowed. This was where a real diplomat was needed. “No, sir, not for you. The king demands that you return to Zigan for trial.” “Ah, that’s more what I’d have expected from him. And if I agree, what happens to my people?” “Your followers are free to settle on Mhajav, but may not return to Zigan. At least not at present.” “And what of their families? Many have wives, children, parents they’ve not seen for years.” 41

“It was their choice to rebel against their king, then flee into exile, leaving their families behind,” Behrin pointed out. Ludosh acknowledged the hit with a tight nod. “I will ask about the families,” Tai promised. “Perhaps the Darasatya Foundation can arrange for relatives to emigrate to Mhajav or at least visit.” “Fair enough. You have my attention.” Tai reached into his shirt pocket and drew out a small holo-tablet. “This is a message from Arpana Toryl, representing the governing council.” He set it on the table, pushed a button and a hologram of Arpana appeared and began to speak. As she reiterated the amnesty offer, Behrin relaxed a bit. The meeting seemed to be going better than he’d expected. In fact, Ludosh didn’t appear to be anything like the fanatic he’d been portrayed in the Ziganese news accounts. If anything, he looked like a man tired of conflict. The woman, however, had a hard edge to her. He’d feel a lot better if he knew who she was, aside from obviously being Ludosh’s lover. Behrin straightened as Arpana turned to the reasons for the offer of amnesty and that the Mhajavi knew the raiders were hiding on the asteroid Undhara. A flicker of surprise crossed Kushala’s face at that bit of news. Behrin turned his gaze to Ludosh and saw his own shock reflected in the man’s expression when Arpana said Havir was building an army of robotic soldiers to attack Mhajav. “Stop the recording,” Ludosh ordered. In the sudden silence, he turned to Kushala. “Did you 42

know about this?” “No,” she insisted. Behrin wasn’t sure he believed her, but Ludosh accepted her denial and signaled to Tai to continue the hologram. When it was over, an expectant silence fell over the cabin. “Do you have any questions?” Tai asked Ludosh. “How certain are you of this information?” Behrin spread his hands. “I just recently learned of it myself. At our briefing we were only told that new information had come to light, presumably intelligence about the planned attack.” “There was a defector,” Kushala said. “The widow of one of Havir’s scientists. She must be the source of the information. It may not be accurate. She blamed Havir for her husband’s heart attack. Said he’d been under too much pressure, working too hard. I wouldn’t take the words of an angry, grieving wife so seriously.” Behrin looked at her skeptically. The scientist’s wife probably knew what he was working on. “Any possibility of attack must be taken seriously. To do otherwise is foolish.” “Yes, of course,” Ludosh agreed. “Whether or not the rumor is true, the Mhajavi have to take steps to protect their planet. And I don’t want my people in the way when they do. I accept your offer.” Behrin stared at him in surprise. “You’ll return with us for trial?” “Not yet,” Ludosh said firmly. “Not until my people are safe. As long as I’m free, there’s incentive for the king to keep 43

his word.” Behrin swallowed an angry response. He supposed he couldn’t blame Ludosh for being cynical where the king was concerned. “Very well.” “Yes, indeed,” Tai said, his tone conciliatory. “Quite reasonable.” Kushala laid a hand on Ludosh’s arm. “But if you stay, you could be in danger. I think you should turn yourself in now, while the Mhajavi can protect you. I will return to tell your people of the amnesty.” “Nonsense, my dear. I can’t ask that of you. It’s my duty to see to the welfare of my people, and perhaps we can find a way to confirm or deny the rumors of an attack. Even stop it, if necessary.” Kushala’s brown eyes flashed with anger. In one fluid move, she jumped to her feet, grabbed Behrin’s pistol from the table and pulled another from her pocket. Weapons pointed at Behrin and Ludosh, she backed away from the table. Behrin cursed inwardly, angry at himself for giving up his weapon without a fight. Damn it, he’d had a bad feeling about this from the beginning. If only he’d listened to his instincts. Ludosh stared at her, his eyes rounded with shock. “What are you doing, Kushala?” “Shut up, you old fool. You should have left while you had the chance. I gave you a chance to save yourself, but I refuse to stand by and let you ruin everything?” “You’re one of Havir’s agents,” Tai said. “He always did like beautiful women.” 44

She barely glanced at him. “Stay out of this and you won’t be harmed. Otherwise, you will make a valuable hostage.” “What about the rest of us?” Ludosh asked. Her smile was sad, but her hands steady. “What a shame you and the lieutenant managed to kill each other.” But when the first shot sounded, it was Kushala who fell to the floor. Behrin looked around, stunned to see Tai standing, tase-pistol in hand. *

Tai let the stunner fall from his shaking hand and sank into his chair. He’d done it, broken his vow never to harm another. Now a woman was dead because of it. She wasn’t an innocent, though. Because of his actions, as upsetting to him as they were, one person was dead rather than two. Or possibly three. He doubted she’d have let Erok escape either. Out of the corner of his eye he saw Behrin grab both pistols, then check Kushala’s pulse. “Help me tie her up,” he said to Ludosh. Tai frowned. Why would they tie up a dead woman? Unless… “She’s alive?” Behrin grinned at him. “Just stunned. You don’t think I’d have given you a pistol set to kill, do you?” Tai stared at him, torn between relief and exasperation. “Why didn’t you tell me it wasn’t a lethal weapon?” Behrin shrugged as he used his belt to secure Kushala’s wrists. “Didn’t think to mention it. Most tase-pistols have a non-lethal setting. I thought you knew that.” 45

“No, I didn’t.” Not that it would have made a difference. He’d have done what it took to save Behrin and everyone else be damned. The realization startled him. When had he started to care so deeply for the big warrior? Once Kushala’s legs were tied, Behrin moved to Tai’s side, knelt and embraced him. “Thank you,” he whispered. “I owe you my life.” “Yes, you do,” Tai whispered back. Ludosh cleared his throat, drawing their attention. “What now, gentlemen?” Behrin stood and faced him. “Tai and I will take Kushala back with us. She’s too dangerous to you.” “But how will I explain her absence?” Behrin frowned. “How many people know she came with you?” “As far as I know, just my pilot. I didn’t tell her what we were doing until after we left Undhara.” “Is your pilot to be trusted?” “Yes, he’s been with me for years,” Ludosh said. “Just say the two of you have no idea where she is.” Ludosh murmured his agreement as he stared at his former lover. “Nor do I know who she is apparently. She was right about one thing. I am an old fool.” “You have a chance to redeem yourself,” Tai urged. “Talk to your people and any Mhajavi you trust. Amnesty is the only safe course for them.” “Tai is right,” Behrin added. “If Havir really is planning an attack on Mhajav, they will have no choice but to attack him 46

first. They have the firepower to completely destroy Undhara.” “I’ll do my best,” Ludosh promised. Behrin handed him the small weapon he’d given Tai earlier. “Here, you may need this.” To Tai’s surprise, he offered Ludosh his hand. “Good luck, sir.” “Same to you, gentlemen,” the older man said. “It’s time to get out of here.” Behrin picked up Kushala and, throwing her over one shoulder, strode out of the cabin.. Tai followed him back to the airlock, impressed by the man’s strength. Not that Kushala was a large woman, but at the moment she was all dead weight. He knew Behrin’s strength well, having felt the power of the man’s arms. He let out a sigh. Their time together was almost over. Thank the universe, it hadn’t been cut even shorter.

CHAPTER 4 Twenty-four hours after nearly being killed by one of Havir’s spies, Behrin found himself back in Rulik’s office where he’d begun. He and Tai had just finished de-briefing a roomful of Mhajavi and Ziganese officials on the results of their mission, including the assassination attempt on Ludosh. He made sure Tai had full credit for stopping Kushala. Tai, of course, had been characteristically modest, protesting that he’d never have been able to stop her if Behrin hadn’t insisted he be armed. Behrin smiled to himself. That was so typically Tai. He’d never met a more honorable or a better man, and probably never would. 48

After the meeting, Rulik had asked Behrin to meet him in his office. Behrin stood at the window, once again staring out at Mahdesh City, contemplating his future. Only this time, he wasn’t the only person to consider. Now there was Tai, who waited for him outside. Though Ludosh had yet to turn himself in, Behrin was fairly sure Rulik was going to offer him a command of his own. It was what he’d always wanted, but now he wanted more. He wanted Tai, too. He spun around when the door opened and Rulik entered. Behrin stood at attention. “At ease, lieutenant.” Rulik waved him to a chair and took his usual place behind his desk. This time he was smiling. “I knew I chose the right man for the job. I’ll be putting your name in for a commendation.” “I’d rather you didn’t,” Behrin said. “I made a near-fatal mistake—” “Don’t beat yourself up about that, lieutenant. You accomplished what we asked of you and you’ll be rewarded. In fact, you have a choice of assignments.” Behrin frowned. “A choice of ships?” Rulik leaned forward, elbows on the desk. “No, though a command is one choice. The other involves staying here on Mhajav.” Here. He could stay here, with Tai. “But how, sir?” “The Mhajavi have asked for someone to act as Ziganese liaison to the resettlement colony being set up for Ludosh’s followers. Since most of the rebels are Algottan nationals from 49

Zigan, I suggested you since I trust you implicitly.” “Thank you, sir, for recommending me.” He met Rulik’s blue gaze. “I’d be pleased to work for you again.” Rulik sat back, a slight smile playing over his lips. “But?” Behrin sighed. “But a command of my own. You know it’s what I’ve always wanted.” “Yes, I do know that. In fact, before the Mhajavi made their request, I arranged for you to be assigned to command the Ildora, a new Einur-class patrol ship. Either way, you’ll be promoted to captain.” Behrin’s heartbeat accelerated. A ship of his own and a brand new one at that. A small one, of course. Einur-class patrol ships were small, fast and independent, used for reconnaissance and relaying messages throughout the fleet. And the name Ildora was Algottan for winged gift. Then Tai’s image flashed into his mind. He shook his head slightly, uncertain of what to do. “May I have some time to think about this?” “Not much, I’m afraid,” Rulik said. “A convoy is due here tomorrow afternoon. If you’re going to be captain of the Ildora, you need to get back to Zigan as quickly as possible. She’s due for her maiden voyage in less than a week.” “Yes, sir. I’ll sleep on it.” Or more likely lie awake all night trying to decide. Rulik stood and offered his hand. “Let me know what you decide.” “Yes, sir.” Behrin shook his hand, then turned and left the office, his mind reeling with questions. 50

When Behrin exited Rulik’s office, Tai was surprised his friend wasn’t wearing a huge grin. He’d been sure Behrin would be offered his own command. “How did it go?” he asked, trying to keep his voice casual. “Interesting,” Behrin said. “I’ll fill you in when we get outside.” When they left the building, Behrin led the way into a small garden at the side of the building. He stopped at a secluded spot looking out over the ocean and leaned his arms on a wrought iron railing. Hovercraft sped past and a slowmoving ferry eased its way to a dock nearby before discharging passengers and vehicles. Tai stood beside him, leaning his hip on the railing so he could see Behrin’s face. “What happened in there? Are they sending you back to your old ship?” Behrin turned to look at him. “No, thank the gods. I was given a choice of two assignments.” Tai felt the tension drop from his shoulders. “That sounds promising. What are your choices?” Behrin hesitated. “One is a command of my own. A small ship, but a fast one.” Tai stared into his lover’s troubled eyes, gray like the ocean on a stormy day. “And the other choice?” “To stay here and act as Ziganese liaison for the resettlement.” For a moment, Tai’s heart soared. Behrin could stay here; they could be together, even work together. “That would be 51

fantastic!” Then he looked at Behrin’s expression and knew he had to tread lightly here. “Which will you choose?” Behrin ran a hand through his hair, leaving it standing on end. “I don’t know. I’ve wanted my own ship for a long time. But if I stay here…” He let his voice trail off, but Tai knew what he was thinking by the look on his face. He was thinking about how good they were together, how right for each other, despite all their differences. Tai touched the back of Behrin’s hand. “I won’t deny I’d like you to stay here, but most of all, I want you to do what’s best for you.” Behrin turned his hand, until their fingers were clasped together. “The problem is, I want it all, but it’s not possible.” Tai squeezed his hand. “I know.” *

On the way back to the boat, Tai suddenly turned the car inland and headed out of the city. Surprised, Behrin asked, “Where are we going?” “There’s a place I’d like to show you.” “All right,” Behrin agreed. He stared straight ahead, for once not interested in the sights and sounds of Mahdesh City. Images and memories whirled through his mind. The child he’d once been lying in the new mown hay on a warm evening, staring up at the sky, imagining what it would be like to fly to the stars. The pride that filled him when he’d been admitted to the military academy. The excitement of his first 52

flight, the sheer wonder of being in space, surrounded by blackness with distant specks of stars beckoning him farther and farther from home. For a poor boy from a farm family, being in the fleet had opened unimaginable vistas. But mixed in with the excitement, wonder and pride were equal parts of loneliness and disappointment. Behrin glanced at his silent companion as memories of their time together flooded through him. He remembered the exhilaration of finding a man who understood his needs and shared his desires. He’d waited a long time to find such a person. Now he had, he was loath to give him up. He wasn’t sure he loved Tai, but it was as close as he’d ever come to loving another man. It seemed a shame to end their relationship just as it had begun. Behrin leaned his head against the side window and groaned. It was an impossible decision. No matter what he chose, he’d regret it. “Are you going to tell me what’s bothering you?” “I hate this. I finally have a chance at the two things I most want and I have to choose between them. The gods must be mocking me.” “It doesn’t seem fair,” Tai said softly. Behrin sighed. When had life ever been fair? But it seemed particularly cruel of fate to drop the man of his dreams into his life, only to pull him away again almost immediately. He studied Tai’s face. His expression gave nothing away, but Behrin knew he must be fighting a similar battle with his emotions. Wanting to hope but afraid to. 53

The idea of staying here, in this lush, sensual land, was a temptation he wasn’t sure he could resist. Working with Tai, perhaps even living with him, would be bliss. In this society, they could be a couple and no one would look askance. It would, of course, be the end of his career in the fleet. If he took command of the Ildora, he’d be lucky to see Tai every couple of months. Even if the attitude of his world were different, Tai could never accompany him on his missions. No family members or lovers were allowed on board, even if Tai were so inclined. And, of course, he wasn’t. Behrin looked around when Tai pulled the hover car off the road, into a parking lot. Ahead was a large area covered with green grass with a stone marker in the center. “What is this place?” Tai stopped the car and opened his door. “It’s a cemetery.” Behrin got out of the car and followed Tai to the stone monument. A plaque attached to it read: Here lie victims of the dictator Havir. Their names may be lost to history, but such brutality must never be forgotten. May they rest in peace. “When Havir was in power, people disappeared, never to be seen again,” Tai said, his voice soft. “Afterwards, mass graves were found all over the planet. The governing council turned them into memorial parks as a tribute to those who died.” Behrin felt a chill go through him despite the warmth of the day. “He must be a monster.” Tai turned and this time his voice was fierce. “Yes, that is why he must be stopped. I wanted you to know what is at 54

stake before you make your decision. I do not expect the settlement to proceed peacefully.” “Come here.” Behrin pulled Tai towards him and wrapped his arms around the smaller man. With a sigh, Tai rested his head on Behrin’s shoulder. Behrin held Tai’s body close to his own and wondered how he’d ever be able to leave this man. *

“Where are we going in such a hurry?” Behrin shouted above the noise of the wind. Tai eased back on the boat’s throttle and grinned. “I have a particular spot in mind, and we want to be there before dark.” Behrin shrugged and turned his attention to the island passing by in a blur. When Tai had suggested they get out of the city, Behrin had expected a more leisurely tour, but Tai had set the boat’s engine to top speed as they skimmed over the water. It was a nearly perfect day, or would be if he didn’t have to leave tomorrow. The sun shone hot in a bright blue sky, but the wind whipping by kept them cool. When they reached the northern tip of the island, Tai slowed and steered the boat to port. Rounding the tip, he headed into a cove on the western shore and expertly maneuvered the boat toward a weathered wooden dock. Behrin jumped out onto the dock and secured the ropes to tie up the boat. The cove was ringed by a white sandy beach. Farther inland he saw groves of trees, but there were no signs of human life. “This is beautiful. Why does it seem so deserted?” 55

Tai joined him on the dock. “The interior of Mahika is prime farmland and once had a thriving agricultural community, but Havir seized the island and turned it into one of his private estates. The families who’d lived here were relocated, forcibly in some cases, to the cities. Most of them went to work in armament factories.” “So the island is deserted.” “A few of the older people have returned,” Tai said. “The governing council thinks this is a good spot for the Algottan settlement. Come on and I’ll show you.” Behrin followed him across the beach, struggling for traction in the soft sand. The sun was low in the sky, but he still felt its warmth beating on his black shirt. “Can we take a swim?” “Later,” Tai said over his shoulder. They reached the trees and followed a path upward through the grove. At the top it opened onto the edge of a shallow valley. Behrin spotted a small village on the opposite side.. A large mansion surrounded by high walls occupied the southern end. “Where did the farmers live?” Behrin asked. “In the village. The Mhajavi have traditionally held land in common, rather than dividing it up among small landholders. Most of the houses are still unoccupied and perfect for families. There’s plenty of room in the mansion for everyone else.” “Including the governor?” Behrin asked, eyeing the mansion. He’d never lived in such style. 56

Tai chuckled. “Don’t get too excited. It’s not as grand inside as you might think. Everything of value was removed years ago, so it’s sparsely furnished at the moment.” “Too bad. There goes my chance to live like a king,” Behrin joked. Tai turned to him, his gaze intent. “Does that mean you’re thinking of staying?” Behrin sighed. If someone had told him a week ago that he’d ever contemplate giving up a chance to command his own ship, he’d have laughed. But that was before Tai. “I don’t know what to do. Part of me wants to stay, to help the colonists adjust to their new lives, and be near you.” Tai brightened. “I’ll be spending a lot of time here at first. And Mahdesh City isn’t far away.” Behrin traced the line of his jaw, feeling the slight stubble. “It’s a tempting idea.” “But?” Tai asked. “There is a but, isn’t there?” “There’s always a but,” Behrin acknowledged. Nothing good in life came without a price. He dropped his hand, turned and began to pace. Even without the temptation of being near Tai, this would be a difficult decision for him. He’d never lost his love for his homeland of Algott. His oath of allegiance as a Ziganese officer hadn’t changed that. The question he’d asked himself was, how he could best serve his fellow countrymen. Staying on Mhajav to oversee the colony would help those who made it here. But their journey to Mhajav would be fraught with danger. 57

“Speak to me, Behrin,” Tai said. “What are you thinking?” Behrin spun to face him. “What if there’s not enough time? Havir could be closer to an attack than we realize.” “True,” Tai agreed. “Our intelligence is spotty at best.” “If Havir attacks Mhajav, the Ziganese fleet will have to engage, too. That’s what allies do, help each other.” “And you’ll feel guilty if you’re not there to die, too,” Tai said, his mouth tight. “It isn’t always about fighting. Governing the colony is an important job.” “Yes, but it doesn’t require a military man.” Behrin ran a hand through his hair. “I’m really not qualified for the job anyway. The colony needs an experienced administrator, not a soldier. If I turn down the job, I’m sure King Ormin can find someone acceptable to all parties.” “Not to me,” Tai whispered. “I know. That’s what makes this decision so tough.” *

By the time they returned to the dock, Tai had gained a tenuous hold on his emotions. He stared out at the ocean, streaks of gold from the setting sun gilding the waves. The glorious sight only served to remind him of what he had found and was most likely going to lose. He stared down the deserted beach, a fitting omen for his future. He heard Behrin move up behind him, felt the heat and warmth of hands on his shoulder. When he didn’t shrug away, Behrin ran his hands down Tai’s arms, then around his middle. Tai leaned back against Behrin’s muscular chest. Neither 58

spoke for a few moments. What was there to say? It was Behrin’s decision to make, and Tai had no right to influence the outcome. If he convinced Behrin to stay and war broke out, chances were they’d end up hating each other. “It’s beautiful,” Behrin finally said, his voice gruff. “Thanks for bringing me here.” “Would you like to swim? The water is warm enough ” “Sure.” Behrin let go of Tai and stepped back, pulling his black shirt over his head. His powerful chest never failed to rouse Tai’s desire. He hadn’t been joking when he’d said he had a fondness for large men. His cock responded. He turned away and removed his own clothes, tossing them on the dock. Nude, he raced into the ocean before Behrin could see the evidence of his need. The water was cool but not cold, and calm in the protective cove. He swam for a few minutes, working off some of his frustration. He knew this was difficult for Behrin. He was nothing if not an honorable man, but, oh, how Tai wished Behrin would choose him over duty. And what would you do in his place? Tai paused to tread water. What would he do, if their positions were reversed? Could he choose Behrin over Darasatya, over his life’s work? Is personal happiness more important than the lives of other people? With that realization, the pain in his heart eased a little, and he knew he could face the future, alone if need be. Tai turned and swam back toward Behrin, needing his touch, his love. Behrin waited, standing in water up to his 59

chest. Tai swam to him and wrapped arms and legs around him, buoyed by the water. “I was afraid you were angry with me,” Behrin whispered, holding him tightly. “Not angry.
