Preface to the Series
After the initiation of the National Project for the Compilation of the History of the Qing Dynasty, the director of the compilation committee, Professor Dai Yi, proposed a new framework, having consulted with scholars from home and abroad. This new framework consists of general records, gazettes, biographies, historical charts, and pictorial records. It was indeed an innovative decision to include pictorial records in the compilation of the history of the Qing Dynasty. Because of this, we started to collect true-to-life paintings, old photographs, pictures, and drawings of objects and documents with historical value, both at home in China and from abroad. We compiled some of these pictorial resources into a series entitled A Pictorial Record of the Qing Dynasty. China’s historical records are all textual documents. Yet, despite this, generations of scholars repeatedly proposed using texts and pictures or illustrations side by side to make the records livelier. Due to various constraints, it was almost impossible to record history in a format that was both textual and pictorial. Fortunately imperial court painters and folk artists in each dynasty of Chinese history left a large number of paintings depicting real people and events of their time. This has not only greatly compensated for the deficiency of textual records, but also presented more accurate and vivid information than mere text.

Introduction
During the last years of the Qing Dynasty and Emperor Guangxu’s reign, China was wide open to the outside world. Under the sway of the then prevalent idea of “gradually applying Western learning to the East,” some Chinese with noble aspirations advocated the establishment of public libraries in a modern sense. Mr. Lu Jing, then the Commissioner of Education of Zhili (the former name of Hebei Province), submitted a memorial to Emperor Guangxu, suggesting the establishment of Zhili Provincial Library. The proposal was approved and the library was completed in the 34th year of Guangxu’s reign (1908). The library is the predecessor of the present Tianjin Library. In the early days of the library, many officials of different ethnic backgrounds, such as Manchu and Han, kindly donated books from their own collections, laying a foundation for the library’s present scale. After nearly 100 years of development, Tianjin Library has accumulated over three million copies of books, thanks to donations, transfers, purchases, and many other channels of acquisition, becoming unsurprisingly one of China’s top-ten libraries. The abundance of literature in the library enables it to participate in a national database project entitled A Pictorial Record of the Qing Dynasty. So far, we have supplied around 7,000 pictorial fi les in various categories relating to the history of the Qing Dynasty. Maps stand out of these fi les. Now we have selected some of these maps for publication as a book in a series entitled A Pictorial Record of the Qing Dynasty sponsored by the National Committee for the Compilation of the History of the Qing Dynasty. xi

This book includes two major categories of maps: river maps and maps of historical sites. In all there are seven categories of river maps selected respectively from A Compendium on Harnessing Rivers, A Complete Map of the Yellow River within Shandong, A Map of the Yellow River within the Whole Province of Shandong, A Concise Complete Map of the Yellow River within Shandong, Maps of the Rivers under Baoding Prefecture, Maps of the Rivers under Zhengding Prefecture, and Maps of the Rivers under the Five Prefectures of Zhili—Ji, Zhao, Shen, Ding, and Yi. In addition, three maps of historical interest are included: Maps of His Majesty’s Temporary Dwelling Palaces on His Return Journey, Maps of Dagu Batteries, and Illustrations of Wendeng, Weihai, and Other Historical Sites. In all over 400 maps are presented, each decorated with colored drawings. China was an agrarian society during medieval times, and harnessing rivers played an important role in sustaining social development. A Compendium on Harnessing Rivers, which was completed in the 42nd year of Emperor Kangxi’s reign (1703), contains a large number of valuable pictures. The collection was edited by Zhang Penghe during his time as governor-general in charge of rivers. Zhang compiled the edicts made by the emperor on his inspection tours of river projects and the various memorials submitted by successive governors-general in charge of rivers for taming the Grand Canal from Beijing to Hangzhou, the Yellow River, the Huaihe River, and other water courses. The compendium also contains maps of various rivers drawn by anonymous artists, including A Complete Map of the Grand Canal, Maps of the Weihe River, Maps of the Xiahe River, Maps of the Five Rivers Diverted to Relieve the Grand Canal, A Complete Map of the Yellow River, and A Complete Map of the Huaihe River. In addition, spring maps of various counties in Shandong Province were included. All these maps of over 24 types are realistic, colored drawings that portray, sometimes in an exquisite style, various river sections, including brick sluices, plank

sluices, rolling water dams, riprap dams, earth dams, circular-shaped dams, cross-shaped dams, and bamboobasket dams. These maps also record realistically city walls, places of historical interest, and beauty spots along the rivers. As a mother river of the Chinese nation, the Yellow River has always been the focus of attention, resulting in more ancient Chinese maps of this river than any other in China. This book collects many maps of the Yellow River produced during the late Qing period, most of which also record in writing the dates of the crevasse and the closure of certain sections of the river and the deployment of soldiers guarding them. These maps are of great importance for the study of the history of the Yellow River. Aside from the Yellow River maps, this book also includes maps of water control projects in various counties and prefectures of Zhili. These maps consist of minutely drawn details of the water systems. In each county and prefecture, riverbanks and bridges are clearly shown and areas widened to divert flood water at important sections of river projects are marked with red labels. In addition, the overlapping of these water channel maps may serve to make comparisons. The maps of historical sites include Maps of His Majesty’s Temporary Dwelling Palaces on His Return Journey, Maps of Dagu Batteries (by Zheng Jiecheng during Emperor Xianfeng’s reign [1851–1861]), and Illustrations of Wendeng, Weihai, and Other Historical Sites (by Liu Qingchang in the 2nd year of Emperor Tongzhi’s reign [1863]). Again, these maps are detailed colored drawings. Maps of His Majesty’s Temporary Dwelling Palaces on His Return Journey traces the different temporary dwelling palaces of the emperor on his westward return journey, which started at Ningyuan Prefecture under Shenyang in northeastern China (now Xingcheng of Liaoning Province) and ended at Tongzhou (present-day Tongzhou District of Beijing), with a total of 12 stops en route.

The inscriptions on the top right-hand corner of the first page of all 12 maps are done on yellow silk, each describing that particular stop and the number of li (approximately half a kilometer) from the temporary palace or large camp where the emperor was to stay. In addition, the streets and lanes along the journey are also illustrated. The binding for this map book is of Mingtype yellow silk with inscriptions, indicating that these maps were taken from the royal palace and are most likely the only copy originally submitted to the throne at that time. Hence, they are of exceptional value. Illustrations of Wendeng, Weihai, and Other Historical Sites is a volume of detailed colored drawings that records the eight landscapes in Wendeng and the eight landscapes in Weihai, including beauty spots, historical sites, and the names of villages, streets, and lanes. Based on the grassroots rural organization (du) and the administrative system (bao-jia) at that time, the maps record in detail the number of villages, households, and people. Bao-jia is a household-based system, with each jia consisting of ten households and each bao equivalent to ten jia. This level of description surpasses the original function of the maps, making them more than guides of historical sites. The detailed demographical information contained therein constitutes important sources for the study of the rural population at that time. The Maps of Dagu Batteries are colored drawings by Zheng Jiecheng of the late Qing period. On the reverse side is the following inscription by Wu Yichang, collector of the maps: “Dagu Batteries were razed to the ground by the invading troops—the Allied Forces in the year 1900. These maps are probably the sample maps submitted to the emperor at the initial stage of construction. After the founding of the Republic of China (in 1912), the maps went missing from the Qing Imperial Court; and I acquired them in a small market inside the Xuanwu Gate of Beijing. I think it a national humiliation that the batteries were threatened and looted rivers and sites
by foreigners and could not be rebuilt. I have kept the maps so that they can serve as an important memento of the history of China. Inscribed by Wu Yichang at the Yan’s Residence in the autumn of 1929.” Judging from this and the inscription “Respectfully drawn by your subject Zheng Jiecheng” in the lower left corner on the obverse side of the map, it can be confirmed that these are indeed the maps submitted to the throne. The maps detail the installation of various batteries and fortresses, illustrating the complete organizational system of the batteries of that era and providing valuable information for the study of China’s military history. By comparing the current ruined state of Dagu Batteries’ walls with these maps one can easily imagine the fierce battle fought here during the Boxer Uprising in 1900. Apart from their important historical value, all these maps are also of high artistic worth. Each colored map is like a scroll painting made with fine, delicate strokes, which pleases both the mind and the eye of the viewer. The maps of this book are arranged by category, with the river and spring maps coming before maps of historical sites. Within each category the maps appear in chronological order, for example, the maps attached to A Compendium on Harnessing Rivers compiled during the reign of Emperor Kangxi are placed in the first part of the book. For maps dating from the same dynasty, those with a specific date are placed before those not dated. Maps dating from the same period are laid out according to the geographical concepts of the Qing period. For example, the river maps of Zhili are arranged in the order of Baoding Prefecture, Zhengding Prefecture, and the five prefectures of Ji, Zhao, Shen, Ding, and Yi. The caption for each map is added by the editors. Place names follow those shown in the original maps. The maps come with specific years where available; otherwise only a general historical period is provided. Li Guoqing

The extensive literature of the Tianjin Library collection has enabled us to participate in the revised database project entitled A Pictorial Record of the Qing Dynasty. After more than a year’s effort, roughly 7,000 pictures relating to the history of the Qing Dynasty were found among the various books and references within the library. They fall into two categories: rare, ancient books of originally hand-copied and block-printed editions of the Qing period and old editions of foreign-language books. In compiling the collection for publication, we selected only those pictures that relate to maps. In the process of compiling the present book, we have obtained inspiring guidance and considerable help from the pictorial catalog group under the National Committee for the Compilation of the History of the Qing Dynasty. About Tianjin Library
Tianjin Library is the largest public library in Tianjin Municipality. Occupying a total area of 40 hectares and boasting a total floor area of 30,000 square meters, the library consists of 20 open- and closed-shelf stack rooms as well as 18 specialized reading rooms. In the library are housed more than two million copies of general Chinese books, 500,000 copies of foreign-language books, 550,000 copies of Chinese and foreign periodicals, 700,000 copies of ancient books, as well as a huge amount of audio-video and digital resources. Among the highlights of its abundant collection are books on the history of pre-modern China, ancient Chinese local chronicles, the history of pre-modern Tianjin, the history of Japan, Chinese religions, as well as speciality petrochemicals and polymer compounds. In addition, it also houses a large number of thread-bound publications of the Ming and Qing Dynasties— including anthologies and fictional works—as well as Chinese and foreign reference books. Over the past few years, the library has been engaged in a few digitization projects, such as the Tianjin branch of the China Digital Library and the Tianjin branch of the China National United Cataloguing Center. As a result, computer networking is now widely applied to library management and customer services. In 1999, the library was rated by China’s Ministry of Culture as a “First-class State Library.”

A Compendium on Harnessing Rivers, which consists of 24 hand-copied, thread-bound volumes, was edited by Zhang Penghe in the 42nd year of Emperor Kangxi’s reign (1703). The attached maps, whose authors are unknown, are colored drawings, each one drawn for a separate section (county). The size of each page is 22.8 x 17 cm, with its scale unknown. There is no directional indicator; however, we can ascertain that the top part of the map points south, the lower part points north, left is east, and right is west, which is the reverse of modern map coordinates. The water control facilities in the maps are realistic and detailed. For example, in the maps of the Grand Canal, the sections within Tangyi County and Fenghuangtai have clearly drawn sluices for controlling water levels. More sluices are seen in the Baoying Lake section, and bamboo-basket dams known as zhuluo are also presented in the same section.The changes of rivers and areas along them are also clearly marked. In addition, these maps also clearly illustrate the shape and structure of different city walls along the river. For example, the maps of Tongzhou
Canal, and the Yellow River converge. This shows that little importance was attached to tackling the problems of the Huaihe River at that time. Undoubtedly, this is one of the root causes for the subsequent running wild of the Huaihe River, such that it could hardly be brought under control. All this information is of tremendous importance to the study of the history of water control and hydro-geological evolution. The drawings of other river maps are also meticulous and exquisite in their detail.

A Complete Map of the Yellow River within Shandong

A Complete Map of the Yellow River within Shandong consists of 25 segments with colored drawings measuring 34.5 x 478.5 cm, although the scale is unknown. There is no directional indication; however we can ascertain that the top part of the map points south, the lower part points north, left is east, and right is west, which is the reverse of modern map coordinates. The inscription on the map reads: “A Complete Map of the Yellow River within Shandong, drawn and submitted by the students of Peiyang Military School in February of the 25th year of Emperor Guangxu’s reign.” Hence, this map was a collective effort completed before February 1899. The map was drawn in exquisite detail and to a high standard as it was to be submitted to the throne. The titles record important details, such as places where flood-control measures were taken, the names of officials in charge of harnessing the river, the number of soldiers guarding the river, their barracks and range of garrison, and so on. The times and location of incidents, such as the closure of the river or a crevasse were marked. A schematic diagram at the end of the map is similar to a legend in modern maps, including mountains, garrison barracks, trunk rivers, demarcation lines, sandy riverbanks, stone sluices, stone dams, fascine dams, disused embankments, broken riverbanks, mud flats, dangerous and extremely dangerous currents, civilian dams, levees, ditches, temples, villages, towns, cities, city walls, and moats. 197

A Map of the Yellow River within the Whole Province of Shandong is a color map drawn by an anonymous author or authors during the Qing period. It measures 28.3 x 710 cm, although its scale is unknown. It was made without division into separate volumes, but we divided it into 20 segments. There is no directional indicator; however we can ascertain that the top part of the map points north, the lower part points south, left is west, and right is east, the same as modern map coordinates. Shandong Province, located in the lower reaches of the Yellow River, is where the river most frequently ran rampant and changed its course. People at that time therefore paid close attention to this part of the Yellow River within the province. The conspicuous red labels on each map segment list lanes, streets, villages, and cities, as well as the demarcation lines of various prefectures and counties.

Maps of the Rivers under the Five Prefectures of Zhili—Ji, Zhao, Shen, Ding, and Yi was created by an anonymous author or authors of the late Qing period in one album of 22 maps. Each map is a colored drawing measuring 22 x 21.6 cm with the scale unknown. Direction is indicated on each map with the top part pointing south, the lower part north, the left east, and the right west, which is the reverse of modern map coordinates. The book is bound in vermilion brocade with purple hues, which is typical of the Song period. A yellow silk title label reads: “Maps of the Rivers under the Five Prefectures of Zhili—Ji, Zhao, Shen, Ding, and Yi.” The red labels are captions for water control projects.

Maps of His Majesty’s Temporary Dwelling Palaces on His Return Journey was created by an anonymous author or authors of the Qing period in one album of sheets bound in yellow brocade. Each sheet is a colored drawing measuring 27 x 20 cm with the scale unknown.There is no directional indicator; however we can ascertain that the top part of each map points north, the lower part points south, the left is west, and the right is east, which is the same as modern map coordinates. The album consists of 24 sheets. The first 12 leaves are maps portraying the route of His Majesty’s return trip and the temporary dwelling palaces, while the second 12 are descriptive maps of scenic spots of historical significance along the route. The emperor began his journey in the east from Ningyuan Prefecture (now Xingcheng City of Liaoning Province) of Shenyang and traveled west to the boundary of Tongzhou (the present Tongzhou District of Beijing), with a total of 12 stops en route. Each stop was a temporary dwelling palace or a large camp used for the emperor’s lodging. The 12 palaces or camps in order from east to west are: • Temporary Palace at the Wenshu Nunnery • Temporary Palace at the Tiantai Mountains • Camp in Shenhe Village • Temporary Palace at the Yiqi Temple • Temporary Palace in Liuxin Village 275

Maps of Dagu Batteries

The two colored drawings of Maps of Dagu Batteries must have been design drawings for the construction of batteries in Tianjin with a view to strengthening coastal defense and ensuring the safety of the capital city and its environs.They were drawn and submitted to the throne by Zheng Jiecheng in the 8th year of Xianfeng’s reign (1858). Map One is 65.8 x 134.6 cm and Map Two is 95.7 x 223.6 cm. Their scale is unknown. Direction is indicated on each map with the top part pointing west, the lower part east, the left south, and the right north, which is different from modern map coordinates. The six batteries were built at the same time and were named Wei, Zhen, Hai, Men, and Gao, respectively. The first three emplacements stood on the southern coast of Dagukou, while the last two stood on the northern coast. Another battery called Shitoufeng Battery was built on the cliff on the northern coast. Map One presents a full picture of Dagukou, showing the three batteries on the southern coast, the two batteries on the northern coast, and Shitoufeng Battery. On the back of the map is an inscription made by Wu Yichang, collector of the maps, who referred to them as “items missing from the Qing Imperial Court.” Map Two reveals the detailed internal structure of the five batteries on the northern and southern coast. On the reverse side of this map an inscription on the lower-left corner reads, “Respectfully drawn by your subject Zheng Jiecheng.” Both maps were mounted using yellow silk. These details suggest that the maps must have been submitted to the emperor of the time. 297
